When the Department of Interior was considering whether Americans were receiving a “fair return” on oil, coal, and natural gas developed on public lands, elected officials from Wyoming and Montana weighed in with a letter writing campaign asking Interior Secretary Sally Jewel to extend the comment period.

If the letters looked similar, it was no coincidence — the words were copied verbatim from a letter from coal mining company Cloud Peak Energy.
